Reps want TRA, ZRB consolidated

SOME members of the Zanzibar House of Representatives have advised the government to consolidate ‘Tanzania Revenue Authority (TRA)’ and ‘Zanzibar Revenue Board (ZRB)’ to avoid bureaucracy and increase efficient in tax collection.
“TRA and ZRB have been doing the work of duplication and increase bureaucracy to members of the business community and investors,” Mr Nassor Mazrui (CUF- Nominated) said on Monday.
But the State Minister (Finance and Economic Affairs) Dr Mwinyihaji Makame Mwadini responded by saying that TRA and ZRB have been doing separate work, “TRA is responsible for corporate, and ‘Pay as You Earn (PAYE) taxes, while ZBR targets consumption tax.”
The minister told the House that study has been going on to find out how ZBR could also carry out TRA work in Zanzibar and that the findings would help in reaching decision to merge tax collection work in the islands.
Meanwhile, Zanzibar government has said that one of the major reforms in the civil service was to pay salaries to its employees through banks.
“We are now putting emphasis on paying salaries through banks. Already employees of the ministry of education and special units receive their payments through banks.
Other employees will follow,” Dr Mwinyihaji said when answering a question from Mr Ali Abdallah Ali (CCM- Mfenesini) who wanted to know why the government was dragging its feet in using banks to pay salaries

Kwa kusaidia hapo, anakusudia kodi zote za maana kwa uchumi wa Zanzibar zinakusanywa na TRA.Na kodi zile kama kuuza tungule, samaki na mikate ndio zinakusanywa na ZRB.

Paying salaries through bank will reduce corruption effectively for those who having unethical behaviour of goverment assets. This is a one way of good corporate governance and accountability which is already cascaded in the Government sectors. The SMZ should not emphasis on it but, applicable law should be enacted and applied for all government institutions to reiforce the this emphasis.
In particular, the government should take part in educating their employees the benefits of receiving salaries through bank and having bank accounts. Mean while bankers have to take this opportunity to tampt the Government workers on this issue since it will enhance their strategic goals, competing to the existing segment and increasing good corporate interaction with Gorvernment sectors and workers.
However,there are various challenges which need to be taken into cosideration before reiforce the issue. Possibly and definitely every one and government(SMZ) knows how the low income perishes the workers to poor standard of livimg.
In fact, what I’m traying to say here it might be doing something perseverance and unfair. How and if workers get TZ 2,000.00 net after all deduction/loarn and ought to receive his/her money through bank with a lot of bureaucracy of some banking institutions. Definitely this is a challenge to layman.
The Government bank, particularly PBZ must strengthen customer’s value by improving queuing system by establishing eletronical ticketing/Number ” first in first servicing without delaying”. and enhancing customers to use the Taller machine after card project being complited.
